Article 13 — Transparency and provision of information to deployers Establishes mandatory transparency requirements for high-risk AI systems. Providers must ensure systems are sufficiently transparent to enable deployers to interpret outputs and use them appropriately. All high-risk AI systems must be accompanied by instructions for use containing specified information about identity, capabilities, limitations, performance metrics, and deployment conditions.

Establishes requirements for measurement methodologies, accuracy declarations, system resilience, and protection against unauthorized alteration or cyber attacks.
Article 17 — Quality management system Requires providers of high-risk AI systems to establish and maintain a documented quality management system covering regulatory compliance, design verification, quality control, data management, risk management, post-market monitoring, incident reporting, and accountability. Implementation must be proportionate to the provider's organization size and may be integrated with existing sectoral requirements.
Article 27 — Fundamental rights impact assessment for high-risk AI systems Requires deployers of high-risk AI systems (with exceptions) to conduct and document a fundamental rights impact assessment prior to deployment. Assessment must cover deployer processes, usage frequency, affected persons, risks, human oversight, and risk mitigation measures. Results must be notified to market surveillance authorities using a template developed by the AI Office.
Article 26 — Obligations of deployers of high-risk AI systems Establishes core obligations for deployers of high-risk AI systems: ensuring use in accordance with instructions, assigning competent human oversight, monitoring operations, maintaining logs, reporting incidents, and for certain deployers (public authorities, law enforcement), additional requirements including registration, fundamental rights assessments, and special controls on biometric identification systems.
Article 29 — Application of a conformity assessment body for notification This article establishes the procedures for conformity assessment bodies to apply for notification as notified bodies. It requires applicants to submit applications with descriptions of their competence and either accreditation certificates or documentary evidence of compliance with Article 31 requirements.
Article 43 — Conformity assessment Defines the conformity assessment procedures that providers of high-risk AI systems must follow to demonstrate compliance, with different procedures depending on the type of high-risk system and whether harmonised standards have been applied. Grants the Commission power to amend these procedures via delegated acts.

Article 50 — Transparency obligations for providers and deployers of certain AI systems Imposes transparency requirements on providers and deployers concerning direct human interaction, synthetic content generation, emotion/biometric recognition, and deepfakes. Includes disclosure obligations, labeling requirements in machine-readable formats, and carve-outs for law enforcement and editorial content. Delegates code-of-practice implementation to the AI Office and Commission.
Article 53 — Obligations for providers of general-purpose AI models Establishes core obligations for general-purpose AI model providers: maintain technical documentation per Annex XI, provide model information to downstream integrators per Annex XII, implement copyright compliance policies, and publish summaries of training data. Includes exemptions for free/open-source models and provisions for delegated acts on methodologies and annex amendments.
Article 52 — Procedure Establishes the procedure for notification and designation of general-purpose AI models with systemic risk, including provider notification requirements, reassessment mechanisms, and public registry maintenance.
Article 55 — Obligations of providers of general-purpose AI models with systemic risk Providers of general-purpose AI models determined to present systemic risk must perform model evaluation, assess and mitigate systemic risks, report incidents to the AI Office, and maintain cybersecurity protection. Compliance may be demonstrated through approved codes of practice or European harmonised standards.
Article 6 — Classification of high-risk AI systems Defines when an AI system qualifies as high-risk: as a safety component of products covered by Annex I, or as one of the use-cases listed in Annex III.
